This is a request under the Freedom of Information Act. I hereby request the following records:
Copies of all audits performed for HUD grants and programs in the city of Lowell, Massachusetts since 2010.
Lowell currently participates in the following HUD programs:
-Community Development Block Grant (CDBG)
-Emergency Solutions Grant (ESG)
-Owner-Occupied Housing Rehabilitation Program (HOME)
-Housing Opportunities for Persons With AIDS (HOPWA)
I also ask that all fees be waived for this request as i am a journalist employed by MuckRock News and I intend to use the requested documents to write articles in the public's interest and not for any commercial purposes.
I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

We received your Freedom of Information Act request regarding audits for the Community Planning and Development programs administered by the City of Lowell, MA.
For the four programs you cited, HUD has audit summary information for the federal portions of the programs only. I work in the FOIA Branch of HUD. 16-IGF-OIG-00105 is a FOIA control number that the FOIA Branch of HUD does not issue; rather, it is issued by the Office of Inspector General of HUD, which has separate authority consistent with inspector general offices across the Federal Government. Good afternoon. I checked with the Program Office that needs to provide clarity, and it's a more complicated step than I would have thought, involving checking with a contractor - so it sounds like there won't be an answer until next week.
On 16-IGF-OIG-00105, all I can do is resend you the same explanation that I provided on May 4:

"the debts reported in the Debts Owed Module for Massachusetts PHAs range from June 23, 2008 - April 21, 2017."
