This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of the first five pages of each application for licenses to do business with Syria, as well as the final response from OFAC. Please limit this search to records created within the past 5 years.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

RE: Telephone meeting between OFAC and Michael Morisy (MuckRocK) 03/10/2014

I understand that you are most likely very busy, as we are. To date we have not heard back from you regarding how you would like to narrow the scope of your FOIA request. At our March 10, 2014 meeting we provided you with several ways your request can be narrowed; 1) by time (i.e. year, portion of year), 2) by sanctions program (i.e. Cuba, Syria, Iran) 3) by both year and program.

In our effort to continue to reduce our backlog of FOIA cases and be as responsive as possible to new or recent FOIA requesters, such as yourself, we have decided to move forward with your request and start our search for records responsive to your request under the following modification to your request.

We are searching for "Iranian Licenses processed over the last six months of 2013 (July through December 2013)." OFAC will use this as a further narrowing of your request. As we explained to you in our telephone conversation, these records will contain confidential business information and we will be required to send these licenses through our submitter notice process, see 31 C.F.R. ยง1.6 and E.O. 12600.

Please provide us with the scope of your modified request, by return email, by COB Friday March 28, 2014. If we do not hear back from you at the time specified we will consider the above language as the final narrowed scope of your request.
