This is a request under the Freedom of Information Act. I hereby request the following records:

Any FBI files and/or investigations into Maryland State Judges Thomas Groton and Theodore Eschenburg, Worcester County Circuit Court, Snow Hill, Maryland involving any activity including, but not limited to their repeated refusal to sign and/or exemplify their own court documents pertaining to the alleged sham lawsuit of Donald Stone Industries Inc. and Charles Richard Longo Sr. , et al (Gilbert Sapperstein, Bruff J. Procter, Robert Warfield Sr., Bruce A. Moore, Hal P. Glick) and vs. Donald Stone, Civil Action No: No: 94CV0182 Docket No: SP-59/117, ultimately resulting in the Chief Judge for the State of Maryland, Robert Bell intervening on behalf of Florida resident & defendant, Donald Stone and forcing Judge Eschenburg to sign and exemplify his judicial work product and that of Judge Thomas Groton (Groton the trial judge continued to refused to sign his own judicial work product even after the Chief Judge Robert Bell intervened) as Stone had requested.

Stone was aware of the many allegations of judicial corruption by the Worcester County Circuit Court Judges, Theodore Eschenburg and Thomas Groton. Stone sought to "to lock down" (for use in a future Civil RICO case) certain Worcester County Circuit Court documents involving a lawsuit Charles Richard Longo Sr. & his associates,Gilbert Sapperstein, Bruff J. Procter, Hal P. Glick, Robert Warfield Sr. and Bruce A Moore had filed against Donald Stone seeking control and ownership of potentially valuable technology Stone had invented and sought to commercialize.

On or about Spring of 1997 Florida resident/defendant Stone in the alleged sham lawsuit of Donald Stone Industries Inc and Charles Richard Longo Sr. vs.
Donald Stone, Civil Action No: No: 94CV0182 Docket No: SP-59/117 mailed a request to Richard Outten, Clerk of the Court, Worcester County Circuit Court requesting certain documents specific to each of the two judges Eschenburg or Groton's judicial work product generated in the above referenced case be signed and exemplified by that specific judge and sent to Stone.

Outten claimed he had done as Stone had asked and requested that Stone pay for these services. Stone paid for the documents immediately.

Upon receiving the documents Stone realized he had been scammed by judges Groton and Eschenburg. Groton and Eschenburg had refused to sign and or exemplify their own court documents and had brought in a lower court judge from the District court a couple of blocks away to sign and exemplify their judicial work product documents.

Stone refused to accept these documents without the signature of Eschenburg or Groton and returned them to the circuit court to be corrected as he requested.

The Worcester County Circuit Court then returned the same documents to Stone, which he refused to accept and returned them to the Worcester County Circuit Court a second time.

The Court returned the same documents to Stone a third time, which Groton & Eschenburg had still refused to sign.

Stone returned them to the court a 3rd time with a letter stating that he (Stone) would get a federal Writ of Mandamus to command the two Worcester County Circuit Court judges, Thomas Groton and Theodore Eschenburg to sign and exemplify the court documents as Stone had requested and cc:d this letter to the FBI and the Chief Judge for the State of Maryland, Robert Bell.(See Attachment July 3, 1997)

Chief Judge for the State of Maryland, Robert Bell (prompted by Stone's letter) intervened on defendant Stone's behalf and forced judge Theodore Eschenburg to sign and exemplify the court documents as Stone had requested, judge Thomas Groton (the trial judge) continued to refuse to sign).

All this is taking place while Gilbert Sapperstein is busy stealing the approx. $3.5 million from the Baltimore School Board early 1990's to 2003 and Charles Richard Longo Sr. is the alleged target of a DOJ investigation.

The FBI can query their Deputy U.S. Attorney General, Rod Rosenstein about Gilbert Sapperstein and Charles Richard Longo Sr. as many of the alleged shenanigans by Sapperstein's and Longo took place in Maryland under the watchful eye of Rosenstein's former DOJ boss, U.S. Attorney for Maryland, Lynne Battaglia and Rosenstein's former colleague/crony Dale Kelberman, Chief of White Collar Crimes, Maryland DOJ (Kelberman must have had the most appropriate title in all of U.S. DOJ history).

The requested documents will be made available to the general public, and this request is being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
