This is a request under the Freedom of Information Act. I hereby request the following records:

Any FBI investigation into an alleged falsified affidavit filed by Maryland Assistant Attorney General, William F. Howard in the lawsuit of Charles Richard Longo Sr. and Donald Stone Industries Inc. vs. Donald Stone, Longo's co-plaintiffs in this lawsuit were Gilbert Sapperstein (during the time Gilbert was busy stealing the $3.5 million from Baltimore School Board early 1990's-2003), Bruff J. Procter, Robert Warfield Sr., Hal P. Glick and Bruce A. Moore. (See Attached Affidavit and evidence against Howard, DOJ notes from Sept. 26, 1994 meeting).

The requester, Stone has provided a copy of Howard's alleged falsified affidavit along with a copy of notes of a Sept. 26, 1994 meeting (obtained by Stone under FOIA in late 1995) from the USDOJ Maryland Bankruptcy Trustee of a meeting dated Sept. 26, 1994 between:
William F. Howard (Maryland Assistant Attorney General)
Dale Kelberman (USDOJ Maryland Chief of White Collar Crimes)
Lori Simpson (USDOJ Maryland Bankruptcy Trustee Attorney)
Mike Beck (Investigator Maryland Higher Education Commission)

Of special note, these Sept. 26, 1994 documents were the same documents Stone used to catch the U.S. Attorney for Maryland, Lynne Battaglia, her Chief of White Collar Crimes, Dale Kelberman, Lori Simpson and U.S. Attorney for the Southern District of Florida, Thomas E. Scott Jr. and two other DOJ lawyers lying in federal court in the Southern District of Florida in Stone vs. Warfield Sr. in 1998.
The above referenced federal prosecutors, like Howard were trying to white wash the criminal activities of Longo and his associates targeting Stone (because of his potentially valuable patents & technology) as a business dispute or civil matter.

Also of special note when Stone served a Worcester County Circuit Court (in the same case as Howard)legal and lawful subpoena on the US Attorney for Maryland, Lynne Battaglia in early 1995 Battaglia simply quashed it to conceal Longo's alleged criminal activities from Stone to use in his defense against Longo and his associates in their alleged sham lawsuit against Stone.

Lynne Battaglia as US Attorney for Maryland is the former boss of Deputy U.S. Attorney, Rod Rosenstein and Dale Kelberman, as USDOJ Maryland Chief of White Collar Crimes is also a former colleague of Rosenstein.

Additional information concerning Stone's allegations of Howard falsifying this affidavit (and Howard discussing Donald Stone Industries Inc with Longo) can be obtained from the 341 Bankruptcy hearing of Longo's Shippers Choice Inc. Jan. 17, 1995 and Feb. 13, 1995. Copies of these Shippers Choice 341 meeting transcripts can be obtained from the head of the FBI FOIA division, David H. Hardy.
Stone provided the FBI with these documents when the FBI requested additional information on an aircraft owned by Chieftain Investors, of which a Mark Cary Sapperstein was listed as the resident agent.

Today William F. Howard is employed by SUNY and is alleged to be the most highly paid state public employee in President Trump's home state of New York.

Stone agrees to pay reasonable cost. The requested documents will be made available to the general public, and this request is being made for commercial purposes.
