This is a request under the Freedom of Information Act. I hereby request the following records:

Any DOJ investigation into the Maryland State Prosecutors Office from 1996 - 2010 under Robert Rohrbaugh or Stephen Montanarelli (deceased 2004).

Any DOJ documents that specifically pertain to but not limited to the following events:

1. On Rohrbaugh's watch, how Gilbert Sapperstein managed to evade an 18 month prison sentence in 2005, leaves court house in custody of the State of Maryland to serve 18 month prison sentence, allegedly disappears for 30 days then resurfaces at his personal residence to spend the balance of his 18 month sentence in the comfort of his personal residence.

2. Rohrbaugh's blocking of Donald Stone and George McDermott's Victim Impact Statement at the sentencing of Gilbert Sapperstein in 2005.

3. The Maryland State Prosecutors handling of the complaint made by Linktel concerning the cellular tower technology developed by Linktel and Linktel's efforts to obtain a loan from Anne Arundel Economic Development Council (AAEDC) to commercialize the Linktel technology and allegations of alleged collusion between Mark Cary Sapperstein and two members of the AAEDC, Jay Winer and Charles Delevan, all three who happened to be partners in the cellular tower business.

3. The handling of a criminal complaint filed by Florida resident, Donald Stone with Maryland State Prosecutors Office in late 1998 and the alleged refusal by the MD. State Prosecutor's office to investigate any of the allegations of Stone's complaint.

The requested documents will be made available to the general public, and this request is being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
