This is a request under the Freedom of Information Act. I hereby request the following records:

Any DOJ files on Winmark Limited Partnership (Maryland), Winmark bankruptcy, and/or Winmark vs. Miles & Stockbridge litigation. (See Attachment Winmark vs. Miles & Stockbridge)

While Winmark is allegedly suing Miles & Stockbridge, during this approx. time, Mark Cary Sapperstein, Miles & Stockbridge, Charles Richard Longo Sr., Gilbert Sapperstein and others are allegedly trying to sell and/or license technology invented by Donald Stone to Goodyear Tire & Rubber in Akron, Ohio.

Also of special interest, is that allegedly Sapperstein's, Miles & Stockbridge, Longo et. al. were using an aircraft owned by Chieftain Investors (Mark Cary Sapperstein is listed as resident agent for Chieftain, Chieftain Investors was formed in the Miles & Stockbridge office in Frederick, MD. late 1993) to fly to Goodyear Tire & Rubber in Akron, Ohio to negotiate the
sale or licensing of the technology invented by Stone.

The name WinMark was derived from names of the two general partners, Jay A. Winer and Mark Cary Sapperstein.

Mark Cary Sapperstein was a known associate of Charles Richard Longo Sr. and allegedly involved in the three (3) bankruptcies of Charles Richard Longo Sr., his personal bankruptcy and two entities controlled by Longo, National Training Systems and Shippers Choice Inc.

Allegedly certain lawyers from Miles & Stockbridge were also involved in the three (3) bankruptcies of Charles Richard Longo Sr., his personal bankruptcy and two entities controlled by Longo, National Training Systems and Shippers Choice Inc.

Allegedly in late 1998 early 1999 Mark Cary Sapperstein and Jay A. Winer would become persons of interest in an alleged FBI
investigation into the Anne Arundel Economic Development Council (AAEDC), allegedly conducted by two Maryland FBI agents, Marina Murphy and Dave Midura where one of the issues in question was a loan AAEDC made to an entity known as Linktel, an entity involved in cellular tower technology.

The requested documents will be made available to the general public, and this request is being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.
