Mr. Sobonya,

I am writing in reference to a FOIA request filed July 4, 2016, seeking:

> A copy of all FBI files on Antonio Orendain, a cofounder of the United Farm Workers Union, who died on April 12, 2016.

I received your response on July 5, noting that:

You may receive greater access to these records (if they exist) by providing one of the following: (1) an authorization and consent from the individual(s) (i.e., express authorization and consent of the third party); (2) proof of death (i.e., proof that your subject is deceased); or (3) a justification that the public interest in disclosure outweighs personal privacy (i.e., a clear demonstration that the public interest in disclosure outweighs personal property interests).

The third party that is the subject of the request, Antonio Orendain, is deceased. See: http://www.themonitor.com/news/local/civil-rights-leader-antonio-orendain-died-tuesday/article_c5dd968a-01bb-11e6-ae37-3f702e8b1591.html (As noted in the original request.)

The Monitor newspaper in McAllen, Texas, is the newspaper of record for Hidalgo County, Texas, and qualifies as written media for the purposes of proof that Mr. Orendain is deceased.

Thanks for your time and assistance,

Dave
