This is a request under the Freedom of Information Act. I hereby request the following records:

I seek all records that were prepared, received, transmitted, collected and/or maintained by the Department of Homeland Security Office of Intelligence & Analysis on the subject of Anarchism, Anarchist Extremism and/or Anarchist Extremists from 2015 to the present. This includes and is not limited to communication preserved in any form, including: correspondence, documents, data, e-mails (including all attachments), social media posts, intelligence reports, text messages, web searches (including search histories), audio/visual tapes, faxes, files, guidance, analyses, notes, procedures, rules, manuals, and technical information.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Good morning Ms. Hill,

In request 2017-IAFO-00139, you are requesting records regarding "anarchism," "anarchists extremism," and/or "anarchist extremists." I&A FOIA wishes to work with you to provide the records containing the most helpful information, however, I&A FOIA cannot search a centralized database using the search terms you provided. Therefore, It would be unreasonable to process your request without further narrowing and clarification.

In performing the DHS mission, the agency presently concentrates on the following terms that are related to the search terms you provided:

"anti-government extremist" - a group or individual who facilitate or engage in unlawful acts of violence directed at federal, state or local law enforcement, other government officials, critical infrastructure or government facilities through intimidation or coercion, in response to their belief that their liberties are being taken away by the perceived unconstitutional or otherwise illegitimate actions of the government. Some form of this belief is common to several violet extremist ideologies, including sovereign citizen extremism and militia extremism.

"radicalization" - process through which an individual changes from a non-violent belief system to a belief system including the willingness to actively advocate, facilitate, or use unlawful violent to effect societal change.

To help to develop a search for the records most responsive to your request, please answer the following questions:

1. Are you seeking records about a specific group[s] of extremists? If so, please provide the name[s] of the group;

2. Please define the demographic area of the group[s] you are interested in? For instance, groups in cities, rural areas, on the border, etc.;

3. Please provide the target of the group[s] you are most interested in- i.e. infrastructure, soft targets (entertainment venues, sporting events, etc.);

4. Please define the basis of the ideology of the groups you are interested in- i.e. religious, environmental, taxation, etc.;

5. Please define the methodology of the groups you are interested in- i.e. explosives, cyber-attacks, etc.;

6. Are you interested in the process of "radicalization" used across specific or multiple groups?

A search on any of the above concepts for records from 2015 to the present, may provide many records. Would you be willing to temporarily narrow the timeframe for the search to one year? I&A FOIA proposes providing an interim response with a representative sample of resulting documents for your review. We would then proceed to widen the search, in light of your review of the results. If this is acceptable, please provide the specific year.
