This email is to inform that a hold has been placed on your Freedom of Information Act (FOIA) request received on June 29, 2020 regarding the following:

Correspondence mentioning Los Angeles company "Allied Wallet."

We have conducted a preliminary search for the company, Allied Wallet. However, as currently described, your request is too broad to constitute a reasonable request and we ask that you narrow your timeline and/or description so we can use resources as efficiently as possible. Although the threshold for a proper request is that it must "enable[] a professional agency employee familiar with the subject area to locate the record with a reasonable amount of effort," (see Judicial Watch v. Exp.-Imp. Bank, 108 F. Supp. 2d 19, 27 (D.D.C. 2000)) a request may nonetheless fail to reasonably describe the records sought if the request is "so broad as to impose an unreasonable burden upon the agency." See Nat'l Sec. Counselors v. CIA, 960 F. Supp. 2d 101, 147 (D.D.C. 2013) (quoting Am. Fed'n of Gov't Emps., Local 2782 v. U.S. Dept. of Commerce, 907 F.2d 203, 209 (D.C. Cir. 1990)).

Relatedly, "[a]n agency need not honor a request that requires an unreasonably burdensome search," or would require the agency "to locate, review, redact, and arrange for inspection a [potentially] vast quantity of material." Am. Fed. of Gov't Emps. v. U.S. Dep't of Commerce, 907 F.2d 203, 209 (D.C.Cir.1990). The purpose of this rule is to ensure that agency resources are reasonably utilized, and after all, the FOIA "was not intended to reduce government agencies to full-time investigators on behalf of requesters." Assassination Archives & Research Ctr. v. CIA, 720 F.Supp. 217, 219 (D.D.C.1989).

Please provide the necessary information so that we may move forward in you FOIA request. Until we have received this, your request will be placed on hold. If we do not hear from you by July 22, 2020, we will close the request.
