I would like to obtain the last 200 pages of emails sent to, from, or copied to ALLAGENCYHEADS@LISTSERV.OPM.GOV.

You may start with the most recent email (as of the time you receive this request). Convert this email to PDF and then proceed to the immediately prior email until 200 pages of emails have been produced.

I request that you ignore spam, junk mail, or newsletters.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon, Mr. Amarel:

Your December 17, 2018 request below is denied because it does not reasonably describe the records sought since you did not state the topic/subject. The FOIA and OPM's regulations implementing FOIA requires that requests describe the records sought with sufficient detail to allow an agency employee familiar with the subject area of the request to locate the records with a reasonable amount of effort. 5 CFR 294.108(c). Your request does not adequately describe the records sought, therefore, we are unable to process your request at this time. Moreover, the manner in which the requests are currently posed- as word searches in an email account without any other context or description of what you are actually seeking, pose an undue burden on the agency to process. If you wish to pursue your request, please resubmit it with sufficient detail that will assist an agency employee with readily identifying the requested records.

You have the right to appeal this determination. Should you wish to do so, pursuant to 5 CFR 294.110, you must send a copy of your initial request, a copy of the letter denying the request, and a statement as to why you believe the denying official erred within 90 days from the date of this letter to:
