The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by email attachment if available or CD-ROM if not.

I'm writing to appeal the Department of Education Office of Civil Rights' ("OCR") constructive denial of my Freedom of Information Act ("FOIA") request.
On Jan. 27, 2017, I sent a FOIA request to OCR@ed.gov for "all lists of pending Title IX sexual violence investigations at post-secondary institutions released by the Office of Civil Rights from May 1, 2014, to the date your office processes this request, inclusive. Please provide them in spread-sheet format — for example, CSV or XLSX — if available." You can see my request here:
DOE OCR has yet to acknowledge my request or to provide me with a tracking number, despite 21 follow-up emails to OCR@ed.gov.
