Most egregiously this FOIA result of 7/11/2016 failed to report several cases of the NYPD, terrorism, and internet spying/monitoring being mentioned in the June 2011 Executive Office of the President's Office of National Drug Control Policy (ONDCP) High Intensity Drug Trafficking Areas (HIDTA) Program Report to Congress (emphases below are mine):

Terrorism-related information and/or investigative leads are turned over to the FBI-led Joint Terrorism Task Forces (JTTF)."

p. 103 of 184 pdf:
"Through its intelligence subsystem, which is organized under the Regional Intelligence Center (RIC), the NY/NJ HIDTA provides law enforcement agencies in the region with better access to actionable intelligence, significantly improving their drug enforcement efforts. The RIC, which is led by the ***New York City Police Department (NYPD)***, provides event, case and subject deconfliction, analytical case support and strategic reporting, among other critical services. "

"The NYPD Intelligence Section is a collection of NYPD intelligence groups that collect, analyze, and disseminate intelligence via the NYPD’s case management system. This is available to all HIDTA participants, either directly or through the Watch Section. The intelligence is collected through debriefings, confidential informants, technical surveillance, liaison with other domestic and international law enforcement agencies, and the investigation of leads from the Counter-Terrorism Hotline or other sources. This section also develops and refers cases, monitors trends and links across cases and source data (including the *** INTERNET***), monitors precinct patterns to assists in crime strategies, and provides analytical support to ongoing cases."

Therefore I would like all information, especially INTERNET based information, on myself and other targets of the NYPD-CIA programs that may have been collected through these RICs, IISCs, NDIC, EPIC, etc., particularly around the NY/NJ and New England areas, and then sent to JTTFs of the NYPD and FBI. This single report to Congress is only one case of the NYPD and its actions and information being missed by this 7/11/2016 FOIA result. All other reports and information to and from Congress and Congressional staffers for all other years relevant to the NYPD-CIA are requested. In addition, I believe there is additional relevant information on the NYPD-CIA programs among several other White House staffers. In particular there should be a great deal of information on the program(s) around the White House's United States Homeland Security Advisor's office, especially when headed by John O. Brennan, including all information, communications with the CIA and CIA staff, particularly given his public relations efforts which were public:

Dear White House and Office of National Drug Control Policy,

This letter is an appeal of your 12/8/2016 response to my Freedom of Information Act (FOIA) request, request number 2016104. The determination of whether an appeal is timely should be based on the postmark, since I and Muckrock can not be responsible for the time between postmark and receipt in your office. So it is inappropriate to determine my appeal of 10/21/2016 is not timely. It is timely.

In addition, the letter response of 12/8/2016 attempts to avoid releasing information or responding appropriately by adding trivial qualifiers "against Muslims and left-wing activists", which my original request is not limited to, given the request for

"All information, audits, and performance information should be included in the complete FOIA results, if it is relevant to the NYPD-CIA programs, i.e. NY/NJ (and New England?) HIDTA funding of the NYPD and "counterterrorism" operations."

Also recent reports (NYPD Office of the Inspector General) show that indeed >95% of all NYPD Intelligence Division operations are directed against Muslims or are related to Islam in some way, so indeed directing a request for information to be relevant to Muslims is broad enough to capture >95% of all NYPD ID activity:
