To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

all information, documents, records, and communications within the White House (especially the Office of National Drug Control Policy, ONDCP) regarding all New York Police Department's (NYPD's) Intelligence Division and CIA's operations, against (but not limited to) Muslims and left-wing activists, as per the Associated Press series of 2011 and 2012 (and beyond):

http://www.pulitzer.org/winners/matt-apuzzo-adam-goldman-eileen-sullivan-and-chris-hawley

I request all information, documents, records, and communications to. within, and among the White House staffers, including and especially all information from Congress and/or Congressional staffers, providing information to the White House and White House staffers, directly or indirectly, privately or formally. In particular there should be a great deal of information on the program(s) around the White House's United States Homeland Security Advisor's office, especially when headed by John O. Brennan, including all information, communications with the CIA and CIA staff. In addition, there should be a great deal of information and records (especially financial) of funding the NYPD and CIA operations through the White House's Office of National Drug Control Policy as per this AP article:

http://usatoday30.usatoday.com/news/nation/story/2012-02-27/white-house-muslim-NYPD/53267060/1

Copies of all information (especially audits, performance information, internet data, formal reports, financial records, expenditures, operational reports, progress reports, tax records, etc.) to and from Congress (and otherwise) should be including in this FOIA request. I would like copies of all information, records, emails, phone logs/transcripts, letters, notes, memoranda, and all electronic or non-electronic communications/records/information.

There are several incidents of relevant mentions of the NYPD, terrorism, and internet spying/monitoring in the June 2011 Executive Office of the President's Office of National Drug Control Policy (ONDCP) High Intensity Drug Trafficking Areas (HIDTA) Program Report to Congress (emphases below are mine):

https://www.whitehouse.gov/sites/default/files/ondcp/policy-and-research/hidta_2011.pdf

p. 17 of 184 pdf:
Secret Internet Protocol Router Network (SIPRNet)

p. 22 of 184 pdf:
“(F) the nature and extent to which information-sharing and enforcement activities are coordinated with joint terrorism task forces in the high intensity drug trafficking area; "

p. 23 of 184 pdf:
" The [Intelligence and Investigative Support Centers] IISCs also convey these documents and threat information to national intelligence centers, such as the El Paso Intelligence Center (EPIC) and the National Drug Intelligence Center (NDIC). Terrorism-related information and/or investigative leads are turned over to the FBI-led Joint Terrorism Task Forces (JTTF)."

p. 103 of 184 pdf:
"Through its intelligence subsystem, which is organized under the Regional Intelligence Center (RIC), the NY/NJ HIDTA provides law enforcement agencies in the region with better access to actionable intelligence, significantly improving their drug enforcement efforts. The RIC, which is led by the ***New York City Police Department (NYPD)***, provides event, case and subject deconfliction, analytical case support and strategic reporting, among other critical services. "

"The NYPD Intelligence Section is a collection of NYPD intelligence groups that collect, analyze, and disseminate intelligence via the NYPD’s case management system. This is available to all HIDTA participants, either directly or through the Watch Section. The intelligence is collected through debriefings, confidential informants, technical surveillance, liaison with other domestic and international law enforcement agencies, and the investigation of leads from the Counter-Terrorism Hotline or other sources. This section also develops and refers cases, monitors trends and links across cases and source data (including the *** INTERNET***), monitors precinct patterns to assists in crime strategies, and provides analytical support to ongoing cases."

Therefore I would like all information, especially INTERNET based information, on all targets of the NYPD-CIA programs that may have been collected through these RICs, IISCs, NDIC, EPIC, etc., particularly around the NY/NJ and New England areas, and then sent to JTTFs of the NYPD and FBI. This single report to Congress is only one case of the NYPD and its actions and information being mentioned, and similar relevant and even more specific information are likely to exist in other reports, records, and information. All other reports and information to and from Congress and Congressional staffers for all other years relevant to the NYPD-CIA are requested. In addition, I believe there is additional relevant information on the NYPD-CIA programs among several other White House staffers. In particular there should be a great deal of information on the program(s) around the White House's United States Homeland Security Advisor's office, especially when headed by John O. Brennan, including all information, communications with the CIA and CIA staff, particularly given his public relations efforts which were public:

http://www.northjersey.com/news/white-house-clarifies-anti-terror-chief-s-nypd-remarks-1.1201029

"President Obama’s top counterterrorism adviser wasn’t referring to a controversial surveillance program when he praised the New York Police Department’s counterterrorism efforts last week, a White House official said.
The clarification of remarks by John Brennan was issued Tuesday evening as national Muslim and Arab groups expressed frustration with what they described as mixed messages from the Obama administration over NYPD surveillance operations in New Jersey and New York.
Brennan on Friday praised the agency for its anti-terror efforts, saying he has “full confidence that the NYPD is doing things consistent with the law” — comments that some observers believed represented an endorsement of police tactics by the Obama administration.
“John never approved of described press accounts of alleged NYPD surveillance,” a White House official said on Tuesday. “In his remarks, he wasn’t referring to the NYPD surveillance. Rather, he was stating that everyone in the counterterrorism and law enforcement community must make sure we are doing things consistent with the law.”"

All these communications, actions, and deliberations by John O. Brennan and the subsequent White House response(s) around the NYPD-CIA should be included in this FOIA request.

In addition, audits and performance information are referenced in the following from ONDCP:
https://d3gn0r3afghep.cloudfront.net/foia_files/2016/07/11/Redacted_Docs.pdf

p.24 of 44 pdf:
"That being said, just like a lot of other law enforcement grants, we AUDIT them, both for performance, we audit them for finances and we take a look at the amount of money and what their resources are being directed to and then the New York, New Jersey HIDTA with 24 counties, including all the way to Buffalo, the vast majority of their work, the vast, vast majority of your work is included in drug trafficking issues, not counterterrorism issues."

p.27 of 44 pdf:
"I would tell you that the number of audits and ***performance information*** that we get from these HIDTAs is..."

All information, audits, and performance information should be included in the complete FOIA results, if it is relevant to the NYPD-CIA programs, i.e. NY/NJ (and New England?) HIDTA funding of the NYPD and "counterterrorism" operations.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

omar scott antar
