All content currently available from Regulations.gov in a bulk format that may be accessed without incurring the transaction limitation noted in the "Regulations.gov API docs" Terms of Service (1). I am requesting all content that may be accessed through the "Interactive API" (2), including the comments and attachments that are optionally referred to in documents' properties "attachments" and "fileFormats" (3).

I have already made attempts to use the API to make a sequence of requests for this data through the API, but the transaction limits are very restrictive. I am willing to accept the data in nearly any electronic format. (e.g., database backup files for most common database software, XML or JSON exports, ZIP files of attachments, etc.)
