This is a request for a Mandatory Declassification Review ("MDR") under Executive Order 13526. I hereby request the following record:

1) The 2003 Central Intelligence Agency ("CIA") report entitled, "Al Rajhi Bank: Conduit for Extremist Finance."

a) On July 7, 2007, this CIA report was referenced in a Wall Street Journal ("WSJ") article by reporter Glenn Simpson ("Simpson"). According to Simpson, the CIA report concluded: "Senior Al Rajhi family members have long supported Islamic extremists and probably know that terrorists use their bank." b) On July 17, 2012, this CIA report was referenced in an investigation document entitled, "U.S. Vulnerabilities to Money Laundering, Drugs, and Terrorist Financing: HSBC Case History," published by the United States Senate Permanent Subcommittee on Investigations, Committee on Homeland Security and Governmental Affairs (p. 197). I also request that, if appropriate, fees be waived as I believe this request is in the public interest.
