To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

Passenger Manifests or other passenger lists for Air Force One generated between January 20, 2009 and the date that this request is processed. I also request the flight plans for these trips, including documents that detail date of flight, origin and destination information, and any documents that detail the general purpose or reason for passengers on a given flight, reimbursement amount, and White House representative was on that flight (Example: President/First Family/Vice President).

I am specifically interested in passengers of Air Force One that were on the plane for unofficial business, i.e. excluding members of the White House administration and staff, press pool, and others on official government business. The amount reimbursed for these passengers is an important part of this request. If you have records that indicate these sorts of trips (Such as the one mentioned here where Jon Bon Jovi was on Air Force One to support the President’s re-election campaign) : http://www.politico.com/politico44/2012/06/jon-bon-jovi-gets-a-ride-on-air-force-one-125230.html)

If you can limit this request to only such trips, I would appreciate it; if this request cannot be limited in that fashion, I request all such responsive records. If you have suggestions to further clarify or narrow my request, please let me know.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Patrick Downing
