Pursuant to the Freedom of Information Act, I hereby request the following records:
A copy of all documents related to the AIDS Coalition to Unleash Power, otherwise known as ACT UP, which began its activities in March 1987.
I am a career journalist with work that has appeared in various publications. I am willing to pay any reasonable expenses associated with this request, however, as the purpose of the requested disclosure is in full conformity with the statutory requirements for a waiver of fees, I formally request such a waiver.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Thank you for your NIH FOIA request. Your request cannot be processed as it is written because it makes no mention of any named NIH offices, personnel, or specifically identified records. In order for a proper search to be conducted, please clarify which NIH offices you would like to search, including specific names of current NIH staff, email accounts, or other identifiers, as well as a timeframe of when you believe the records would exist.
Please keep in mind that records older than the standard 6 year retention period are often either transferred to the National Archives and Records Administration (NARA) or destroyed entirely.
A quick search on the NIH website for "AIDS Coalition to Unleash Power" shows these NIH/National Library of Medicine (NLM) webpages to be most responsive:

Perhaps a better place to start with helping to narrow your FOIA search parameters would be contacting ACT UP directly and asking them if they have any contacts at the NIH, and if so, what their names and offices are, that way you have more search criteria that would allow a proper search to be conducted. Otherwise, your request cannot be processed as it is written because it is too broad and considered an "improper request" as stipulated in the FOIA.
Please provide the aforementioned clarifications to your initial NIH FOIA request as soon as possible. If the NIH FOIA Office does not receive a response from you within 30 days of this email, your request will be considered withdrawn.
