To Whom It May Concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

A copy of all program reports, performance analysis, and any other reporting concerning the following programs:

AFGHANISTAN TRADE AND REVENUE PROJECT (ATAR) - https://www.usaid.gov/news-information/fact-sheets/afghanistan-trade-and-revenue-project-atar.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Waqas Mirza

RE: FOIA No. F-00159-16

Dear Mr. Waqas Mirza:

Although USAID makes every effort to process requests as quickly as
possible. We cannot, in good faith, identify a specified time period when
the review of FOIA No. F-00159-16 will be completed.

F-00159-15 involves a "voluminous" amount of records that must be compiled,
reviewed and provided to the business submitter for review and comment.
Section 1 of Executive Order 12600 requires that submitters of confidential
commercial information have an opportunity to comment on their document(s).
Their comments will address how (if any) the disclosure of the information
could cause substantial competitive harm.

I want to continue to assure you that your request is being processed and
that any releasable documents will be granted, as promptly as possible.

I regret any delay incurred in complying with your request and solicit your
continued patience. If you have any questions concerning your requests,
please contact me via email at thmorris@usaid.gov or 202-712-2086.

Thank you for your interest in USAID.
