The entire AFGHAN INFO database. According to U.S. Aid: "The Afghan Info database, enabled to track performance indicators in addition to activity inputs and outputs, will be the basis for contributing to other regular, on-going reporting exercises and to the many ad-hoc requests for performance analysis that are a constant element of the environment of high profile programs." [http://www.usaid.gov/afghanistan/performance-monitoring-plan]
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I communicated with a project manager in our Office of Afghanistan and
Pakistan Affairs (OAPA) regarding your request for the entire Afghan
"database". The source of the information you have requested is more
accurately described as a web-based system containing hundreds of thousands
of documents dating back to 2010; is not accessible to the general public
and requires a user account; contains sensitive but unclassified
information; and there are privacy concerns for individuals.
Your FOIA request mentions program reports, performance monitoring and
activities of USAID programs. Therefore, we request that you identify a
specific program(s) for the OAPA program staff to search and retrieve
records for. Please provide a response by *Wednesday, July 15, 2015*.
