This is a request under the Freedom of Information Act. I hereby request the following records:

The following documents pertaining to the Advanced Technology Northern Border Security Pilot Program:

-The concept of operations (CONOPS) or similar foundational document(s) outlining the basic structure, aims, design and participants of the program.

-The report required to be submitted by the Secretary of Homeland Security to Congress not later than December 2005 (see SEC. 5104 of the Act cited below), which was to include the following matters:

(1) A discussion of the implementation of the pilot program, including the experience under the pilot program.
(2) A recommendation regarding whether to expand the pilot program along the entire northern border of the United States and a timeline for the implementation of the expansion.

The Advanced Technology Northern Border Security Pilot Program was established by the INTELLIGENCE REFORM AND TERRORISM PREVENTION ACT OF 2004 (PUBLIC LAW 108–458), TITLE V—BORDER PROTECTION, IMMIGRATION, AND VISA MATTERS, Subtitle A. I also request that fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
