Pursuant to the Freedom of Information Act, I hereby request the following records:

A copy of the December 2019 Department of Defense (DoD) Defense Health Agency policy document outlining policy for the force health protection use of tafenoquine for malaria prophylaxis in U.S. service members , as cited on page 182 of the recent National Academies report on mefloquine (http://nap.edu/2568). According to this report, on December 11, 2019, in a personal communication to the National Academies study committee, COL Andrew Wiesen, M.D., M.P.H., Director, Preventive Medicine, Health Readiness Policy, and Oversight, Office of the Assistant Secretary of Defense (Health Affairs), cited this policy as stating that tafenoquine “is an acceptable alternative medication” for primary prophylaxis in areas where chloroquine-sensitive malaria is present if intolerance or contraindications to chloroquine, atovaquone/proguanil (A/P), and doxycycline are documented; similarly, “it may be considered” in areas where chloroquine-resistant malaria is present for those with contraindications or intolerance to A/P and doxycycline.

Given that this document has been demonstrated to be a DHA document that is readily available to DHA staff for release in part, and does not require (a) searching for and collecting records from a facility geographically separated from the DHA office, (b) is a single document readily able to be identified and produced in response to this request, and (c) is a document within the control of DHA, I request expedited processing of this request and that DHA not cite "unusual circumstances" to delay production of this readily-available document within the 20 business day statutory limit as required by the FOIA.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
