Dear Mr. Kick,
I am writing to let you know that your FOIA request to Headquarters Marine Corps has been received and assigned case file number DON-USMC-2019-004145.
In your request, you ask for "FOIA request log covering 2018".  In order to conduct a search, we need more details concerning the records you are requesting.  Are you seeking FOIA logs from calendar year 2018 or fiscal year 2018?
Please be advised that a FOIA request must meet certain criteria before it may be considered "perfected".  One criterion is that a requester must indicate, in writing, their willingess to pay for reasonably incurred processing costs.  We have categorized you as an "other requester" for the purpose of assessing FOIA processing fees.  This means that you are entitled to two hours of search time and 100 pages of duplication free of charge but are responsible for any costs beyond that.  Since your two hours of free search time were used in previous requests, you are now responsible for any costs incurred.  Fees are currently assessed at $48.00 per hour for professional search.
For the foregoing reasons, we will hold your request in abeyance for 10 calendar days from the date of this letter.  Within that time, please provide additional information regarding the requested records and address the matter of fees.
I am the staff member assigned to your request.  Please feel free to contact me at (703) 614-4008 or via email to hqmcfoia@usmc.mil. (mailto:hqmcfoia@usmc.mil)

Ms. Charlebois--

I am interested in the FOIA log for calendar year 2018.

As far as fees, I'm not sure I understand the sentence, "Since your two hours of free search time were used in previous requests, you are now responsible for any costs incurred." Are you saying that for any requester in the "other" category, you add up the search time for every request he or she has ever made to USMC? And once that lifetime limit of two hours is reached, search fees apply from then on? I apologize if I'm misunderstanding, but it seems like this is what that sentence is conveying.

Dear Mr. Kick,
My apologies for not responding sooner. I was not notified of your email arriving into our system.
Thank you for providing clarification on what records you are seeking.
To answer your question concerning the fees, yes that was what I was trying to convey. Your previous requests have used up your alloted two free hours of search time. We will just need an indication of your willingness to pay fees that may be incurred in processing your request. You may set a dollar amount in FOIAOnline.

Hello Mr. Kick,
Ms. Charlebois, who had been processing your FOIA request, is no longer with this office as of Monday, 19 August, and I am now the analyst assigned.  I also wish to ensure that you have my contact details in case you have questions or concerns.  We are, unfortunately, extremely short-staffed at the moment and this will inevitably cause further delays, but please be assured that we are doing everything possible to minimize those and will respond as soon as we can.
Please also be aware that, whenever a FOIA requester has not received a determination within 20 working days from the date a request is perfected, they are entitled to challenge the delay.  For those who have an account in FOIAonline, it can be done within the system by logging in, retrieving the original request, clicking on the "Create New" tab in the left-hand column and the selecting "Appeal".  The basic information from the request is duplicated automatically so all a requester has to do in type in the reason for the appeal.  For those without FOIAonline accounts or who just prefer to use regular mail, appeals may be submitted by writing to the Judge Advocate General (Code 14), 1322 Patterson Avenue SE, Suite 3000, Washington Navy Yard, DC  20374-5066.  Requesters also have the right to seek assistance and/or dispute resolution services from the Department of the Navy FOIA Public Liaison, Mr. Christopher Julka, at Christopher.a.julka@navy.mil or (703) 697-0031, and may also contact the Office of Government Information Services (OGIS) for assistance and/or dispute resolution at ogis@nara.gov or (877) 684-6448.  Their website can be found at https://ogis.archives.gov. (https://ogis.archives.gov)
We genuinely appreciate your patience as we work to complete the processing of your request as quickly as possible.

Mr. Kick,
Please note that the e-mail correspondence of March 29, 2019, is not correct.  You have not yet used your 2 free hours of search time for this request (they do NOT automatically agregate).  We must, however, have an indication of your willingness to pay FOIA processing fees by setting a dollar amount, either by editing your request in FOIAonline or letting us know at hqmcfoia@usmc.mil.  Also, please note that any e-mail responses should only be sent to (mailto:hqmcfoia@usmc.mil) hqmcfoia@usmc.mil.
