Dear Mr. Kick,
I am writing to let you know that your FOIA request to Headquarters Marine Corps has been received and assigned case file number DON-USMC-2019-004145.
In your request, you ask for "FOIA request log covering 2018".  In order to conduct a search, we need more details concerning the records you are requesting.  Are you seeking FOIA logs from calendar year 2018 or fiscal year 2018?
Please be advised that a FOIA request must meet certain criteria before it may be considered "perfected".  One criterion is that a requester must indicate, in writing, their willingess to pay for reasonably incurred processing costs.  We have categorized you as an "other requester" for the purpose of assessing FOIA processing fees.  This means that you are entitled to two hours of search time and 100 pages of duplication free of charge but are responsible for any costs beyond that.  Since your two hours of free search time were used in previous requests, you are now responsible for any costs incurred.  Fees are currently assessed at $48.00 per hour for professional search.
For the foregoing reasons, we will hold your request in abeyance for 10 calendar days from the date of this letter.  Within that time, please provide additional information regarding the requested records and address the matter of fees.

I am interested in the FOIA log for calendar year 2018.

As far as fees, I'm not sure I understand the sentence, "Since your two hours of free search time were used in previous requests, you are now responsible for any costs incurred." Are you saying that for any requester in the "other" category, you add up the search time for every request he or she has ever made to USMC? And once that lifetime limit of two hours is reached, search fees apply from then on? I apologize if I'm misunderstanding, but it seems like this is what that sentence is conveying.

Thank you for providing clarification on what records you are seeking.
To answer your question concerning the fees, yes that was what I was trying to convey. Your previous requests have used up your alloted two free hours of search time. We will just need an indication of your willingness to pay fees that may be incurred in processing your request. You may set a dollar amount in FOIAOnline.
