This is a request under Executive Order 13526. I hereby request a Mandatory Declassification Review for the following record:

Memorandum for Zbignew Brzezinski, From: Situation Room, Subject: Noon Notes, Date: 16 October, 1979.

This secret document was partially declassified in 2005. However, I request that you review the document and consider issuing a fully unredacted or less redacted version.

Should the review result in a fully unredacted or less redacted release I request that the information be released electronically, by e-mail attachment if available or CD-ROM if not.

This is in response to your Mandatory Declassification Review request dated
March 12, 2014 for the memorandum for Zbignew Brzezinski, from: Situation
Room, Subject: Noon Dates, Date: 16 October 1979. Your request was
received in this office on March 12, 2014 and assigned case number *RD
42770.*

We searched our holdings and determined that the memorandum is located at
the Jimmy Carter Library in Atlanta, Georgia. As such, we are closing your
case in our office and are referring your request to the Jimmy Carter
Library. That office will reply to you directly.

If you consider this an adverse response, you may appeal in writing within
35 days of receipt of this letter to the Deputy Archivist of the United
States (ND), National Archives at College Park, 8601 Adelphi Road, College
Park, Maryland 20740-6001 and explain why you think our search does not
meet the requirements of the FOIA. Both the appeal letter and the envelope
should be marked "Freedom of Information Act Appeal," and you should refer
to our case number *RD 42770*.

I pulled your requester file and confirmed that the request was indeed sent
as of March 12, 2014 to the appropriate agency/ies for review. I've
attached a copy of your notification to the e-mail.

It can take up to a year for us to receive a response on your requested
item, but it is my hope that we will hear back much sooner. We will notify
you at the address on file once we receive a final decision. If you do not
receive a response on your initial request within one year of it having
been filed, you can appeal directly to ISCAP. If we near that kind of time
window, I can assist you with appeal steps at that time.
