We are Economics Professors in the College of Business at Ferris State University, and are engaged in an empirical research project on police behavior and citizen complaints. This project requires us to request data from your department. If you have questions about this request or suggestions, we would be happy to discuss them with you.

We have the Independent Police Auditor's annual reports for 2015, could you please provide that report for 2007-2014 and 2017? If so, you may omit #1 of our request. If not, could you please provide the following:

1. What is the total number of citizen complaints (allegations of misconduct) made against your department’s officers annually for the last 10 years? If your department logs complaints in a database, spreadsheet, or other log, a copy of those logs is fine instead.

Please include the type of complaint (i.e., use of force, abuse language, unwarranted search) and the result of complaint (i.e., sustained, exonerated).

2. What is the total number of complaints police officers made against their peer officers (sometimes called internal complaints) in department annually for the last 10 years? If your department logs complaints in a database, spreadsheet, or other log, a copy of those logs is fine instead.

Please include the type of complaint (i.e., use of force, abuse language, unwarranted search) and the result of complaint (i.e., sustained, exonerated).

3. How many officer-involved-shootings were there per year for the last 10 years in your department? Any documentation or reports that detail the annual number of officer-involved shootings in your department for the past 10 years would be sufficient.

their firearm at a person, to include a miss or not. That specific data
does not include discharges at animals or accidental discharges.

Mr. Cartwright,
I have received the public records request that you submitted and will
be processing it. Your request is currently behind 17 others, some
which
are also lengthy requests. I am unable to give you a time frame as to
when this record request will be complete because some requests take a
great amount of time and others are much quicker to process. I am the
only person in this office that processes these types of requests
among
my other daily duties but I will process this as quickly as possible.
The Office of Professional Standards does not house the annual reports
that the Independent Police Auditor generates. You may try the City of
Tucson City Clerk's office. In the meantime, I emailed one of the
auditor's to ask if they have the report's that you requested and
asked
for a contact person for you to reach out to, to obtain those reports.

There is an open data portal on our City of Tucson website. Some of
the
officer involved shooting stats that you are looking for are there as
well as some annual reports for our office, which will fulfill at
least
part of your request.

officer-involved shootings you provided us with. What constitutes an
officer-involved shooting in your department? For example, some
departments do not count misses while others count all discharges; some
include shots at animals. Other departments include intentional and
accidental shootings; others do not. Some include all discharges and
some exclude missed shots. Please explain to us how your department
classifies the OIS included in the numbers you sent to us.

Mr. Cartwright,
I have received the public records request that you submitted and will
be processing it. Your request is currently behind 17 others, some which
are also lengthy requests. I am unable to give you a time frame as to
when this record request will be complete because some requests take a
great amount of time and others are much quicker to process. I am the
only person in this office that processes these types of requests among
my other daily duties but I will process this as quickly as possible.
The Office of Professional Standards does not house the annual reports
that the Independent Police Auditor generates. You may try the City of
Tucson City Clerk's office. In the meantime, I emailed one of the
auditor's to ask if they have the report's that you requested and asked
for a contact person for you to reach out to, to obtain those reports.
There is an open data portal on our City of Tucson website. Some of the
officer involved shooting stats that you are looking for are there as
well as some annual reports for our office, which will fulfill at least
part of your request.
