Pursuant to the Kansas Open Records Act (K.S.A. 45-215), I hereby request the following records:
City of Topeka has been in the news lately regarding their use of unmanned aerial vehicles (UAV). These UAV's are an aircraft piloted by remote control or onboard computers. I would like a copy of the following:
* Topeka Police UAV policy/procedures
* All waivers that Topeka Police are operating under to fly their UAV after dark
* All waivers that Topeka Police are operating under to fly their UAV in the restricted air spaces extending from both Phillip Billard Airport and Forbes Field.
* All Part 107 COA's (Certificate of Authorization) Topeka Police are operating under.
* Name(s) of all Part 107 pilots employed by Topeka Police.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

In response to your records request, attached is the Department's Standard Operating Procedure for UAVs. The Department does not currently have waivers permitting operations at night or in the restricted air spaces you inquired about. The Department has four employees who have Part 107 Certificates of Authorization. The names and COA's for the four individuals will not be released according to KSA 45-221(a)(4) and (a)(30).
