Pursuant to the Texas Public Information Act , I hereby request the following records:

This is a request made under the Texas Public Information Act and I agree to pay reasonable cost for copy of this information sent to me.

1. Please provide a copy of the contract between the State of Texas and the National Association of Attorneys General (NAAG) that diverts a portion of the Tobacco Settlement money to NAAG.

2. Please provide the documents that clarify how the State of Texas payment to NAAG is determined for the Tobacco Settlements.

3. Please provide a copy of the contract between the State of Texas and the National Association of Attorneys General (NAAG) that diverts a portion of the Mortgage Settlement money to NAAG.

4. Please provide the documents that clarify how the State of Texas payment to NAAG is determined for the Mortgage Settlements.

5. Please provide me with a copy of all State of Texas payments, amounts, and dates made to NAAG during the tenure of Maryland Attorney General, Douglas Gansler as President of NAAG from approx. June 2012 - June 2013.

6. Please provide me with a list of all NAAG voting records that would indicate who voted for Douglas Gansler for President of NAAG.

7. What is the official tax designation for the State of Texas, Tobacco and Mortgage Settlement monies diverted to NAAG, is it considered part of the Texas State general fund or Texas State or federal tax dollars ?

8. Please provide a copy of any Texas State vetting process or protocol or method that would protect the State of Texas from entering into contracts with entities where past and/or present members have known direct ties to white collar criminals.

9. Please provide a copy of any Texas State vetting process or protocol or method that would protect the State of Texas from entering into contracts with entities where past and/or present members have known direct ties to organized crime syndicates.

10. Please provide a copy of any Texas State vetting process or protocol or method that would protect the State of Texas from entering into contracts with entities where past and/or present members have known direct ties to transnational organized crime syndicates.

11. Copies of any and all correspondence, telephone records, emails, etc. between the dates of Nov. 1, 1997 and Jan. 1, 1998 of the Texas Attorney General, Dan Morales, between Florida Attorney General, Robert Butterworth, and Maryland Attorney General, Joseph Curran Jr.

12. Copies of any and all correspondence, telephone records, emails, etc. between the dates of Nov. 1, 1997 and Jan. 1, 1998 between the Texas Attorney General, Dan Morales, NationsBank
of Texas, 901 Main St. 9th FL. Dallas, Texas.

13. Digital copies of any and all photos that would be considered in the "Public Domain" of the NAAG meeting held in Texas during the time Douglas Gansler was NAAG President.

14. A copy of the Texas Attorney Generals definition for the phrase "white collar criminal".

15. A copy of the Texas Attorney Generals definition for the phrase "organized crime syndicate".

16. A copy of the Texas Attorney Generals definition for the phrase "transnational organized crime syndicate".

I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Stone:

This e-mail is in response to your public information request to the Office of the Attorney General (“OAG”), received by the OAG on July 2, 2015. A copy of your request follows this e-mail.

The OAG has reviewed its files and has no information responsive to portions of your request. The Tobacco settlement monies do not flow through OAG accounts. We suggest you may inquire at the Texas Comptroller of Public Accounts for information responsive to this aspect of your request.

Additionally, your request poses a series of questions and also asks this office to conduct legal research. Please be advised that the Texas Public Information Act does not require a governmental body to perform legal research in response to an open records request, nor does it require a governmental body to provide answers to inquires in response to an open records request. See Open Records Decision No. 563 at 8 (1990) (legal research), 555 at 1-2 (1990) (general questions). However, the OAG has made a good faith effort to relate your request to information it maintains. The OAG has located the attached documents that are responsive to your request. Although the Public Information Act allows a governmental body to charge for copying documents, the attached documents are being provided to you at no charge.
