Searching for these records would be extremely labor-intensive because the scope of records to be searched is incredibly broad. We are writing to ask if you are willing to narrow the scope of your request. For example, limiting the search to emails would allow us to perform an electronic search for records.

Additionally, even if you restrict the request to an email search, the scope of records would be very broad. Can you identify specific search terms you would like us to use?

In order to make this process as efficient as possible for both parties, please consider non-responsive any emails with contents clearly unrelated to the employment of individuals incarcerated or supervised by NDOCS. Please INCLUDE any solicitations for unpaid labor; additional workers; new training programs associated with future employment; new partnerships between prison industries programs and outside contractors. Feel free to EXCLUDE emails related to internal prison jobs such as cleaning crews or laundry, or the recruitment or employment of NDOCS staff.

We ran a search based on the criteria in your September 28th email, and we did not include the term "manufacturing" as instructed in your September 29th email. Our IT Division has advised us that the search criteria will produce approximately 40,800 emails and is more than 85 gigabytes of data. Reviewing these emails would be very costly and time consuming. We are working to obtain a better understanding of which terms are resulting in such a voluminous amount of responsive information. We hope to have some clarity next week, but we wanted to let you know we are continuing to work on this request. We expect to have an update within one week.

Thank you so very much for the effort involved in producing this estimate. Your details regarding the results of various search terms is extremely helpful. I'm wondering if there is someone I could speak with about the possible reasons for the high number of results regarding "load trail" and "cve." Obviously, these are companies raided by ICE over the last few years. I had assumed that discourse regarding the raids' detainees would not be going to email boxes of staff in the parole; reentry and rehabilitation divisions.

- Am I correct that your search has been limited to those divisions? I see that while I put "attn: ..." in the initial request, I didn't specifically limit the request to those divisions in the body of my request.

- Am I correct that staffers in those divisions would be unlikely to be receiving updates about ICE raids and ICE detainees?

- Do you have any insight as to how many of these "load trail" and "cve" emails are coming from headlines and summaries in media newsletters?
