Pursuant to the Texas Public Information Act, I hereby request the following records:

1) All contracts, memorandums of understanding, statements of work, and data sharing agreements entered into by the department for the creation and/or maintenance of the State Police Analytical Research Tool-Networked (SPART-N).

2) A copy of the data dictionary/library(s) for the SPART-N system. Please note: data dictionaries/libraries do not contain actual data values or personally identifiable information. Rather, they are lists of the data fields that exist within the system.

3) All user manuals, instruction books, and other training material (including video and slide presentations) for the SPART-N system.

I ask that all fees be waived as I am a journalist and intend to use the requested records to publish articles in the public interest. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of it, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Mr. Feathers:

Your original request was received by mail on December 21, 2021. Due to the holidays, the Department's offices were closed on December 23, 24 and 31, 2021 thus making the tenth business day January 7, 2021. You will receive a response by that date.

We recommend submission of request via email to ogc.webmaster@dps.texas.gov<mailto:ogc.webmaster@dps.texas.gov> to avoid the lag time that results from requests being submitted through first class mail. We see this often with requests sent by mail through Muckrock. As you can see from the attached, it took a full week for this to reach the Department.
