Pursuant to the Texas Public Information Act , I hereby request the following records:

1. Any and all written or electronic communications, letters, memoranda, minutes of meetings, handwritten notes, or emails (hereinafter “communications”) discussing the South Texas Oilfield Crime Committee.

2. Any and all communications to and from the South Texas Oilfield Crime Committee, L.C. Wilson, or any other person affiliated with or representing the South Texas Oilfield Crime Committee.

3. Any and all communications to and from Wayne Wicks & Associates, or any affiliate or representative thereof, discussing the South Texas Oilfield Crime Committee, environmental activism, or partnerships between law enforcement and the energy industry.

4. Any and all communications to and from Anadarko Petroleum, Encana Oil and Gas, Devon Energy, XTO Energy (or ExxonMobil), Chesapeake Energy, EOG Resources, Kinder Morgan, Occidental Petroleum, BHP Billiton, Pioneer Natural Resources, Marathon Oil, Chevron, or Shell discussing the South Texas Oilfield Crime Committee, environmental activism, or partnerships between law enforcement and the energy industry.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage. As such, and because releasing this information is in the public interest, I ask that you waive all duplication fees.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

If for any reason any portion of my request is denied, please inform me of the reason or reasons for the denial in writing and provide the name and address of the person or body to whom an appeal should be directed.

In responses to your questions:

1. I am looking for records produced between 2010 and the present.

2. I am seeking records to and from any employee, but suggest starting with DPS employees that are assigned to or that liaise with security personnel of the oil and gas industry.

3. I do not have a list of persons affiliated with or representing the South Texas Oilfield Crime Committee or Wayne Wicks & Associates.

For communications with the South Texas Oilfield Crime Committee, I'd suggest starting with communications with L. C. Wilson, director of corporate & North America security for Anadarko Petroleum (email address: L.C.Wilson@Anadarko.com) and any communications containing the phrase "South Texas Oilfield Crime Commitee."

For communications with Wayne Wicks & Associates, I suggest starting with communications with W Wayne Wicks, Jess Malone, or any email address containing "@wwicks.com."
