On April 4, 2018, our office received your letter dated March 26, 2018, which requests to inspect records originally requested by a different MuckRock user regarding emails, as described below. It is not practicable for the records you requested to be made promptly available for inspection because the office is still in the process of retrieving, reviewing, and/or redacting the requested records. The time reasonably necessary to make a determination of a proper response to your request is by or on April 20, 2018.

Mr. Purvis,
This is a follow up to our April 8 email responding to your public records request. More specifically, this is a status report and cost estimate. In accordance with state law and our office’s public records policy, the estimated cost for providing these documents is $828.25. This cost estimate includes one-half hour for 33 employees to review and produce records, additional 6 hours for 3 staffers to produce over 1,400 constituent emails, four hours to review, redact, and process the records, and approximately 1,900 copies. This includes a deduction of one hour of labor, and labor is calculated at one employee’s rate of $20.50 per hour for all employees instead of using higher actual hourly rates.
If you would like us to proceed with searching for and producing these records, please let me know. You will be required to pay half of that amount in advance, and the balance will be due upon providing the requested records (adjusted for incurred cost).

Could you please explain in detail how your review process will be conducted? My request is not for the contents of any email - only each emails' metadata. By only reviewing each emails' metadata, the cost and time that would be incurred through this request would be greatly reduced.

The email management system does not produce the requested information in a manner that avoids spending time to manually produce the information for each email account. After further exploration of possible production methods, copies may be avoidable, which would reduce the total estimated charge to $543.25.
