Pursuant to Tennessee's Public Records Act, I hereby request the following records:
Any and all records that were prepared, received, transmitted, collected and or maintained by the TBI, and communications with the Terrorist Screening center, the National Joint Terrorism Task Force, or any Joint Terrorism Task Force relating to Occupy Wall Street-related protests in Nashville, TN. My name is Richard Keppler and I attest that I am a citizen and resident of the State of Tennessee.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Thank you for your kind reply.
Could you please indicate to me the additional information you require? The Bureau has not indicated whether any of the records I have requested exist, how lengthy they are, how many pages need to be examined or redacted, or photocopied, etc. In the absence of any of this information I'd essentially be signing blank forms.
Are you wishing to establish that I'm a citizen of Tennessee?

If I fill out the Inspection/Duplication of Records Request, will I be given an estimate of the size of the volume and cost of duplication and any other costs prior to committing to pay for them?

Mr. Keppler,
I'm just asking that you use the form to make the requests that you previously made by email. I am concerned about emails getting deleted, and I want to make sure to respond to all of your requests. Just fill them out the best you can; the important thing is that we be able to understand exactly what you are looking for. I would suggest you write in that you are requesting a cost estimate at this time so that we know not to start making copies right away; maybe put that in paragraph 5, next to "Record(s) requested." Like you, I don't know if the records exist or exist at TBI or whatever.
And yes, the photo ID, address and contact information are required in order to establish that the requestor is a TN resident.
For paragraph 7 dealing with costs, just put "Unknown at this time" or something similar.

Thank you for the kind reply. Sure, I'll fill out the forms requesting the records and providing proof of TN citizenship. (The Act requires citizenship, not just residency although I'm not certain whether there is a distinction) I'll indicate to the best of my ability a clear description of the records I'm seeking. I would hope that you'd be willing to provide replies electronically, as this information is shared on Muckrock.com and everyone can browse through everyone elses requests, which makes it accessible to the media (and hopefully results in granting of media waivers), and enables people to avoid filing duplicate requests which others have already filed.
Please consider all of my records requests 'on hold' until I submit the requested forms, and thank you for your patience.
