Policies, procedures and/or training documents pertaining to the execution of death row inmates.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

In response to the public record request as submitted, the Tennessee Department of Correction declines to provide the information. Responding to out-of-state requestors is discretionary under the Tennessee Public Records Act. Therefore, due to the voluminous nature of the records requested, the vast majority of which are only in paper format, the Department declines response.
However, the majority of records requested are already in the public forum via responses to various media outlets as well as publicly litigated matters.

Dear Sir or Madam,
It appears that in 2015, your organization made certain requests for public records concerning execution procedures applicable to offenders under sentence of death. Those requests were denied, on the basis that the Tennessee Public Records Act confers the right of inspection and copying of public records upon residents of Tennessee but not upon residents of other States. That is a determination made by the Tennessee Legislature, for the benefit of the State's residents, for whose interests the business of Tennessee government is constituted and administered. Your organization is not resident in the State of Tennessee.
More recently, it appears, your organization has made a new request for the subject records, now proposing that the request is actually being made by an individual resident of Tennessee, via your organization. That individual, as Mr. Carlton Purvis, of Memphis, Tennessee has not contacted this agency on his own behalf to make such a request. If he does so, the Department of Correction will act on his request.
It is not appropriate, meanwhile, that the Department transact such request with your organization, since the Department has previously advised you that your organization cannot be considered a member of the Tennessee public, to whom the Tennessee Public Records Act applies. Thank you for your attention to this information.
