To Whom It May Concern:

Pursuant to the Arizona Public Records Law, I hereby request the following records:

I'm writing to request all internal communications regarding the Department's Positive Ticketing Campaign of July 2019. In the event that is unclear, I'm requesting all emails exchanged between anyone employed by the Tempe Police Department with the keywords "Circle K" or "coupon" or "positive ticketing campaign" or "free beverage" or "good behavior" between July 1, 2019 and August 2, 2019. Given recent reporting on the matter and attendant concerns being raised by a wide variety of media outlets including our own, we believe it is in the public interest that these communications be disclosed.

I am writing as a journalist and member of VICE Media, a bona fide news organization that has won a wide array of journalistic and other awards and reports on police and other matters.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
