Bluestacks Software Licensing

To Whom It May Concern:

Pursuant to the Arizona Public Records Law, I hereby request the following records:

Copies of the records relating to the licensing of the Bluestacks software used by the Tempe Police Department, showing the number of active Bluestacks Enterprise licenses during the time period from November 15th 2019 through December 7th 2019.

OR

If the above doesn't apply, copies of the documents from Bluestack Systems, Inc. exempting the Tempe Police Department during the time period from November 15th 2019 through December 7th 2019 from the required paid licensing by the Bluestack Systems, Inc. terms of use.

Bluestack Systems, Inc. (bluestacks.com) is an American technology company that produces the BlueStacks App Player software which is designed to enable Android applications to run on a Microsoft Windows PC and Apple's macOS. Such software would typically be used by personnel investigating internet crimes that require mobile phone applications from the Google Play Store on the Android Operating System.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment or other digital download if available, or CD/DVD-ROM or USB storage device if not.

I would please ask that if you deny any or all of this request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.
