Dear Mr. Christopher Schiano, Please see below response to your public records request dated 7/2/2018, in which you requested the following information: “Any email sent or received by any employee of the Tacoma Police Department between the dates of June 20, 2018 and the date on which this request is processed.” It has been determined your request for "all emails sent or received by any employee of the Tacoma Police Department between the dates of June 20, 2018 and July 2, 2018," is not a request for identifiable public records. To meet the “identifiable public record” test a request must provide a "reasonable description" of the records  "enabling the government employee to locate the requested records." Bonamy v. City of Seattle, 92 Wn. App. 403, 410, 960P.2d 447 (1998); WAC 44-14-04002 Therefore, your request T000160-070218 is considered closed. Hello,

I would like to appeal the denial of this request which was denied on the grounds that "is not a request for identifiable public records." I believe that a simple keyword search of an email database, for a period stretching for about two weeks, is a reasonable request that the agency is able to fulfill, and in fact many agencies regularly fulfill requests of this exact format. If there are costs associated with producing the records responsive to my request, my media organization is most likely willing to pay them. Please proceed with this request for these identifiable public records.
