Pursuant to RCW Ch. 42.56 (Public Records Act), I hereby request the following records:

Plans for, schedules of, policies dictating the performance of, requests for proposals to, contracts for, discussion of, and results of all security audits performed of "smart meter" devices (remotely-addressable electrical meters sometimes referred to as "advanced metering infrastructure"), along with metadata. These devices are designed to replace traditional electric meters. They contain sensors that monitor activities inside subscribers' premises and automatically communicate information collected by those sensors to machines in remote locations.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Kaufman,

I received your e-mail message of April 18, 2016, regarding my public records
request of April 14.

In that message, you requested clarification of my request. You did not state
which part or parts of my request you consider to be insufficiently clear.

When I requested "[p]lans for, schedules of, policies dictating the performance
of, requests for proposals to, contracts for, discussion of, and results of all
security audits performed of "smart meter" devices (remotely-addressable
electrical meters sometimes referred to as "advanced metering infrastructure"),
along with metadata," I meant to request the following seven classes of records:

1. Plans for security audits to be performed of "smart meter" devices, along
with metadata.

2. Schedules of security audits performed or to be performed of "smart meter"
devices, along with metadata.

3. Policies dictating the performance of security audits of "smart meter"
devices, along with metadata.

4. Requests for proposals to perform security audits of "smart meter" devices
along with metadata.

5. Contracts for performance of security audits of "smart meter" devices,
along with metadata.

6. Discussion of security audits performed and to be performed of "smart
meter" devices, along with metadata.

7. Results of security audits performed of "smart meter" devices, along with
metadata.

Because "smart meter" is a marketing term whose definition may vary from one
context to another, I defined such devices for the purpose of my request as
remotely-addressable electrical meters that monitor activities (e.g.,
electrical energy usage) inside of subscribers' premises and communicate
information about those activities to machines in remote locations.

You asked if I seek "records around security audits or smart meter devices." I
do not understand your question. However, I remind you that six days ago, on
April 14, 1) I did, in fact, request records related to security audits, and 2)
I did, in fact, request records related to smart meter devices.

Dear Mr. Mocek,

Per your request, we have conducted a search for security audits performed for smart meters based on your seven classes. The City has made a diligent effort to locate records that are responsive to the above request. No responsive records have been located.

Further, I want to review my understanding of your request to make sure we have responded correctly. On April 18, to ensure I correctly understood your request, I asked for clarification. As originally worded, we could read your request in either one of two ways: (1) as a request for “plans for, schedules of, policies dictating the performance of, requests for proposals to, contracts for, discussion of, and results of” all security audits performed of “smart meter” devices or (2) a request for “plans for, schedules of, policies dictating the performance of, requests for proposals to, contracts for, discussion of, and results of” smart meter devices. Per your clarification on April 20, I understand your request to be for the seven classes of records you specified related to security audits performed of smart meter devices. We searched for records responsive to each of the seven classes.

I attempted to identify in my request specific records that would exist had your agency ever engaged in any security audit of the remotely-addressable electrical meters you deploy. I meant to be helpful and avoid research potentially involved in an "any and all records related to" request. Am I to understand from your report that no responsive records were found that there is no indication of Tacoma Public Utilities ever having audited these machines to ensure security of their collection and comunication of information about activities inside of ratepayers' homes and businesses?
