Pursuant to the Minnesota Data Practices Act, I hereby request the following documents:

All contracts (and their amendments) and memorandums of understanding entered into by Swift County, Minnesota for services and activities related to the Prairie Correctional Facility (https://www.cca.com/facilities/prairie-correctional-facility)

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

All contracts (and their amendments), memorandums of understanding, intergovernmental service agreements, and any agreements of any sort entered into by Swift County for all services, equipment, and activities involving/provided by/contracted for regarding Prairie Correctional Facility and any facilities associated with it through any of the aforementioned agreements regarding the facility.

Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• all other vendor responses
• all evaluation material, scorecards, reports, and notes generated in the selection process
• the current contract
• all exhibits
• all amendments
• all invoices/receipts detailing compensation received as a result of any agreements
• all agreements related to the provision of services, such as water and sewage
• all financial agreements (such as loans or bonds) entered into as a result or in association with any of the aforementioned agreements

We are continuing to review our files for all contracts, MOUs, and agreements related to the Prairie Correctional Facility in Appleton, MN as requested based on the new request. The review of our files continues. It should be noted that the facility has been vacant since approximately February 2010.

To date 23 pages of documents have been found related to your request. 10 of the 23 pages are related to a now expired tax abatement agreement from 2008. There are approximately 240 additional pages of old drafts and notes generated related to this tax abatement agreement.

Thanks so much for your letter. For the current purposes, I think it would be most cost effective to gather the final agreement materials and revisit the drafts and notes at a later date. Would $5.75 be the appropriate amount to send?

For 23 pages the cost is $5.75 for printing (.25 * 23 = $5.75). If you wish to have the documents mailed there is an additional cost of $2.00 for postage and handling bringing the total to $7.75.

Swift County has completed our review for all contracts, MOUs, and agreements related to the Prairie Correctional Facility in Appleton, MN as requested. It should be noted that the facility has been vacant since approximately February 2010.

You can view these files in our office located at 301 14th Street N, Benson, MN 56215 free of charge during normal office hours. If you would like a copy mailed to you, the County does require prepayment for copying (25 cents per page) and mailing ($2.00) the document prior to sending them to you. For 27 pages the cost is $6.75 for printing (.25 * 23 = $6.75). If you wish to have the documents mailed there is an additional cost of $2.00 for postage and handling bringing the total to $8.75. So based on my Oct 6, 2015 email, if you wish to have the 27 pages plus the additional 240 pages of additional pages of old drafts and notes generated related to this tax abatement agreement then the cost is still 25 cents per page or 267 pages * .25 = $66.75. If you wish to have the documents mailed there is an additional cost of $2.00 for postage and handling bringing the total to $68.75.

If you wish to have just the 27 pages of final documents the cost is $6.75 for printing (.25 * 23 = $6.75). If you wish to have the documents mailed there is an additional cost of $2.00 for postage and handling bringing the total to $8.75.
