Good Afternoon,

Attached you will find information responsive to your request. Without a case-by-case review of each call for service, and because the dispatched address in some calls for service may be confidential, the address number under the Location column has been removed from the response to your inquiry.

Please note the volume of incidents in February 2020. Are there specific audio recordings you are looking for?

Regards,

Hello,

Thank you for providing the list of calls. For this initial request the data should fit on a single CD or DVD if needed, as the audio quality should not likely be higher than 128kbps if output in MP3 form. I can provide a hard drive or USB stick if required, just let me know the size of the drive required.

As you're aware, due to the recent encryption of these radio channels, there's no longer any way for citizen access to these radio calls, and so the full archive is being requested for the month of March 2021. As stated by the involved police agencies, this move to encryption was made strictly to protect RP and suspect 'confidential' information, so any segments of the calls that are censored / redacted for privacy reasons is expected. However, to be clear, only the confidential information (such as someone's social security number) should be redacted from each call, leaving the rest of the call in-tact and audible.

Thank you for your time and I look forward to hearing back from you
Take care!

Dear HTP,

The Department, working with its Communications Division has reviewed and analyzed your request and believes it is unduly burdensome and unreasonable. As you know, the dispatch center is a 24/7 operation. In order to produce one month of radio traffic, the Department would undertake a review of 720 hours of recordings in order to identify confidential or otherwise exempt calls for service , with an additional estimate of 360 hours to redact PII from radio traffic that may be subject to release after redaction. This would equate to a dedicated staff person working over six month period as a full time assignment. While the City will make all reasonable efforts to find and produce public documents, 1,080 staff hours is an extraordinarily extensive search and we believe is not reasonable. To the extent there is a specific call, type of call, or any information that you can provide to narrow the search of the information you seek, please forward it to me so that the Department can attempt to locate the record(s) you request.

Sincerely,
