Pursuant to the Massachusetts Public Records Law, I hereby request the following records:
Any email communication written between July 2019 and October 2019 regarding the closure of the ICE detention wing at South Bay House of Corrections, announced in October 2019.
I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Thank you for sending the attached documents. We would like to request clarification on the manner in which the cost associated with filling this request was calculated and any formal process for recouping this loss. If the difficulty that incurred the associated cost was a technical one, requiring the records administrator to hand sort records, it is not our understanding that such technical issues are the responsibility of the requester, but incumbent on the record holder.
It is difficult to ascertain how the attached files could take 20 hours to pull and redact, and more difficult to determine how the 20 hours was calculated in the first place given the paucity of records returned. The funds used to pay for this request were used from private citizens and nonprofits interested in helping improve our communities, and many of these funds could have been otherwise used to assist in re-entry for people returning from incarceration or detention.

In response to your inquiry regarding fee charged, the charge represented the hours required search of emails accounts of several individuals pursuant to word searches, a very time consuming task. Thereafter I had to review all produced emails from the numerous individuals myself from which I determined responsive emails, and any privileged records.
