Pursuant to the Connecticut Freedom of Information Act ("FOIA"), I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

I also request that, if possible and pursuant to Conn. Gen. Stat. § 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Mr. Waltman: We have received your above described FOI request.

Please be advised that, pursuant to CGS Section 1-210(b)(19), the City has asked the Commissioner of the Connecticut Department of Emergency Services and Public Protection to render a determination that the documents you have requested are exempt from production under the FOI Act because their disclosure poses a threat to the safety of police officers and a threat to the security of those buildings in which Homeland Security Training is conducted.

I will provide you with a copy of the determination of the Commissioner upon my receipt thereof. Please be advised that it is our experience that on occasion, due to the heavy obligations of her office, it takes several weeks for the City to receive such a determination.

The City of Stamford has requested the Commissioner of the Connecticut Department of Emergency Services and Public Protection to render a determination whether the documents you seek are excluded by CGS Section 1-210(b)(19). As I stated in my previous e-mail, this process usually takes several weeks.

The City does not require clarification of your request.

Please refrain from sending additional e-mails asking when you can expect to receive a response, as the City has no control over the date upon which the Commissioner will render a determination. Such additional requests will be considered to constitute harassment and will not receive a response from the City. The City will forward you a copy of the Commissioner’s determination as soon as it is received.
