From: Phil Mocek

To Whom It May Concern:

Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

Police Department staff roster including but not limited to first and last names, job titles, and badge, serial, and other identifying numbers. In order of preference, I would prefer that this data be provided as: OpenDocument spreadsheet, comma-separated-values (i.e., "CSV"), Excel spreadsheet, or the native electronic format of the software from which this information is retrieved in fulfillment of my request. I specifically request that you not create a new record for me by printing your electronic record then scanning it to make a series of images of the printed data.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Sincerely,

Phil Mocek

You will need to send a check payable to St. Louis County for $42.38. Once payment is received, I can send the file electronically. Please include this email with your payment.

Dear Mr. Burk:

Please provide an accounting of your calculation of $42.38 as the cost of e-mailing a spreadsheet to me.

I disagree with your assertion that the public should not be allowed to know the badge or serial numbers of your staff. These numbers are often the only way that the public have of identifying our peace officers. I urge you to reconsider.

Cordially,
Phil Mocek

A computer programmer was used to fulfill the request. That person makes $42.38 per hour. It took her one hour to complete.
