Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

I am requesting the following about information of a trip between St. Louis County Police Department and the ADL (Anti-Defamation League) "Anti-Defamation League National Counter-Terrorism Seminar"
Specifically, I am requesting:
- Any and all records about invoices and payments made to cover the cost of this trip
- Documents sufficient to show which officers received this training
- Documents sufficient to show how the trip was paid for
- Documents sufficient to show if officers have gone on similar trips in the last five years
- Documents sufficient to show communications between the St. Louis County Police Department, the ADL, and if available, and other offices such as the mayor's office.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon Mr. Ibrahimovic:

This email is in response to your request received by the St. Louis County Police Department on Thursday, May 03, 2018. I have attached a copy of your request for your reference.

In order to search for and compile documents responsive to your request regarding invoices, payments and how the trip was paid for, it will take approximately one half hour at the rate of $17.15 per hour = $8.58.

In response to your request for documents sufficient to show which officers received this training, the trip was cancelled just prior to the training due to unforeseen circumstances; therefore, we have no responsive documents.

In response to your request for documents sufficient to show if officers have gone on similar trips in the last five years, we have no responsive documents.

Regarding documents sufficient to show communications between the St. Louis County Police Department and the Anti-Defamation League, it will take approximately one hour to search for, compile and review communications for responsiveness at the rate of $38.70 per hour. Please note I am the Custodian of Records for the St. Louis County Police Department; therefore, if you wish to receive documents from another office, I would suggest you contact the appropriate Custodian of Records.

The estimated amount to process your request is $47.28. We can begin to process your request once payment is received. We accept cash, credit cards (in person only) and checks or money orders (payable to St. Louis County). It can be sent to the address below my signature. Please send it to my attention along with a copy of this email.

Please note this is an estimate. If the actual amount is more, you will be required to pay the difference prior to receiving the documents. If the actual amount is less, you will be refunded the difference.

Hi,

I would like to appeal the decision for requiring fees to find and release these materials. This is a public request, and will serve the interests of the public and is not being used for commercial purposes whatsoever. The fees are unduly burdensome for the material at hand, which is usually only about 15 pages and agencies around the country have already released their files pertaining to this request for free and very quickly. I would appreciate if this fee would be waived for the request.

Hi Lieutenant Gomez,

It was ruled in 2015 that public bodies in St. Louis County public bodies could not charge for reviewing documents before release, as per this court decision http://www.stltoday.com/news/local/crime-and-courts/ruling-says-government-can-t-charge-for-legal-review-of/article_b9d167de-7c75-5242-a1fb-426d47f2872e.html
Therefore, I appeal the charges for reviewing these documents. You stated it would cost one hour of time for searching, compiling, and reviewing these documents. According to this case, you cannot charge for reviewing these documents. I will formally file a complaint with the Missouri Attorney General for violations of Missouri Sunshine law for this case.
