Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

Reports, statistics, etc. from from 2004 to present (either by fiscal year or calendar year) that indicate the number of complaints received and investigated by the Bureau of Professional Standards, as well as the disciplinary outcomes. Please include any and all summaries of each individual complaint received, information on whether each complaint was substantiated, and the ultimate disciplinary result of each complaint.

The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not being made for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Mr. Reilly:

The Bureau of Professional Standards Annual Reports for 2012 and 2013 are available free of charge on our website. The previous reports are not posted on the website and would have to be scanned and reviewed by a member of that unit’s staff and it is estimated it would take 5 hours of staff time at $29.93 (actual cost) to complete this part of the request.

In response to your other requests, these records you are requesting are closed per Section 610.021 (3) and (13) RSMo. since they pertain to the “hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded” and contain “individually identifiable personnel records”.

If you would like to have the annual reports prior to 2012 sent to you, please send payment of $149.65 made payable to St. Louis County to the address below my name. Please include this email with payment. If the actual amount is less, you will be provided a refund. If the actual amount is more, you will be required to pay the additional amount prior to receiving the documents.
