On the following dates, the following officers received emails with attachments. Please provide the full email chain of the officers *WITH ATTACHMENTS*.
On October 10th, 2014 at 3:56 PM, Thomas Naughton received an email from Erin Hugh of Missouri State Highway patrol stating "can you please print". The email referenced a spreadsheet titled "names.xlsx". Provide the full email chain with attachments.
On the same day, Erin sent a follow up email to Officer Thomas Naughton with an attachment titled "names edited.xlsx". Please provide the full email chain with attachments.
On Saturday October 11th, 2014, officer Thomas Naughton received an email from Brian Naeger at 4:42 titled "FWD: Baseem Masri". It included an attachment "ONE PAGER Bassem Masri.doc". Please provide the full one pager and the entire email chain.
On March 23rd, 2015 officer Thomas Naughton received an email from email from Lauren Steinberg titled "Basem Masri Backgrounder" (sic). It included an attachment titled "Basem Masri Backgrounder.docx". Please provide the full email chain between Officer Naughton and Lauren Steinberg with all attachments. Please also note that Baseem Masri's name is misspelled in the email chain so you should search for records using both names.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Do you mind clarifying? I gave you the exact date, timestamps, subject line and the email address of the records. There should be responsive records because these exact emails where given to me as a separate public records request *without* the attachments. I am merely asking for a full production of records with attachments.

Mr. Martinez:
Please be aware that none of the emails you identify were emails sent to Sgt. Tom Naughton on the dates cited from the senders cited. Sgt. Naugton's name appears at the top of each document that was a printout of a responsive record because he was the Custodian of Records who printed them out from an Outlook file in order to provide them to the requestor. We do not know if you made the earlier request yourself, or if someone else was the requestor and provided you copies of responsive records. In any event, all responsive open public records were provided to the previous requestor. As explained in our response to the previous requestor, any records that were not provided, or portions thereof that were redacted, were closed records pursuant to the Missouri Sunshine Law. Our response to your request for the records you identified will be identical to the response we provided the previous requestor. We will not provide any closed records.
If you wish to receive a copy of the records you have identified, it will take an estimated 10 minutes to duplicate the records. At the rate of $15.54 per hour, the fee will be $1.55 for a clerk to copy the noted emails and scan them to an email as you requested. Please note this is an estimate. If the actual amount is more, you will be required to pay the difference prior to receiving the documents. If the actual amount is less, you will be refunded the difference. In addition, the response time is only an estimate given the existing work load, and is also subject to change. Additionally, the fee provided is based on the salary that results in the lowest amount of charges.
As a courtesy, I am happy to provide you with the following information prior to the production of the records: The attachment associated with the two emails dated October 10, 2014 is a closed record pursuant to Section 610.100.3, R.S.Mo. The attachment associated with the email dated October 11, 2014 is a closed record pursuant to Section 610.105, R.S.Mo. Finally, the attachment associated with the email dated March 23, 2015 is a closed record pursuant to Section 610.100.3, R.S.Mo.
If you would like us to send you the open records responsive to your request, please remit of $1.55 to St. Louis County. Upon receipt of payment, we will provide you with the open responsive records.

The email advises that I anticipated contacting the requestor by the end of business today, November 1, 2019 with information regarding the request, not that the request would be completed. Further, please review the two emails sent on Thursday, October 31, 2019 at 10:58 AM and 2:15 PM providing information, clarification and estimate of fees regarding the request.
As noted in the response at 2:15 PM on Thursday, October 31, 2019 we will provide you the open responsive records upon receipt of payment.
