Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:

1) The names of agencies and organizations with which the Agency shares Automated License Plate Recognition (ALPR) data;
2) The names of agencies and organizations from which the Agency receives ALPR data;
3) The names of agencies and organizations with which the Agency shares “hot list” information;
4) The names of agencies and organizations from which the Agency receives “hot list” information;

This information is easily available within the Agency’s LEARN system. The simplest way to extract this data is to generate an “Agency Data Sharing Report” PDF file from within LEARN. To do this, a user may simply go to the “Sharing” section of LEARN and select “Output Report.” A CSV/XLS file containing these records would also satisfy this request.

Hi,

Could you please explain what the fee is for? We have received the same documents from more than 80 agencies across the country who have not required charges. It is our understanding that this information takes no more than 10 minutes to retrieve. If you agency is not aware of how many detections you've scanned, then that is certainly troubling and I urge your agency to reevaluate whether its policies are sufficient for protecting the rights of your citizens and the cybersecurity of your system.

I urge you to reconsider the fee and produce the records. Residents of St. Louis County deserve as much transparency as other residents around the country.
