To Whom It May Concern:

Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

1) The names of agencies and organizations with which the Agency shares Automated License Plate Recognition (ALPR) data;
2) The names of agencies and organizations from which the Agency receives ALPR data;
3) The names of agencies and organizations with which the Agency shares “hot list” information;
4) The names of agencies and organizations from which the Agency receives “hot list” information;

This information is easily available within the Agency’s LEARN system. The simplest way to extract this data is to generate an “Agency Data Sharing Report” PDF file from within LEARN. To do this, a user may simply go to the “Sharing” section of LEARN and select “Output Report.” A CSV/XLS file containing these records would also satisfy this request.

A number of other agencies have regularly determined the above information constitutes a public record and have provided an “Agency Data Sharing Report.” These agencies include:

We further request the following records

The aggregate number of “detections” (i.e. license plate scans and associated data) collected during 2018 and 2019.
The aggregate number of detections collected during 2018 and 2019.
The aggregate number of “hits” (i.e. times that a plate on a hotlist was detected) during 2018 and 2019.
The aggregate number of “hits” during 2018 and 2019.

This information is easily available within the Agency’s LEARN system. The simplest way to extract this data is to generate a “Dashboard Hit Ratio Report” PDF file from within LEARN. We would prefer the data for each year to be provided separately.

Regarding your request below, I have the following information.

In response to points 1, 3 and 4, the St. Louis County Police Department does not share ALPR data with any other agency. Additionally, it does not share or receive “hot list” information with or from any other agency.

In response to point 2, it would take an Information Systems Architect approximately 15 minutes to compile this data at the rate of $55.63 per hour = $11.13.

Please note I have numbered the last four items for reference. Can you please identify the difference between items 5 and 6 and items 7 and 8?

The number of “hits” and “detections” for 2018 were collected in response to a prior request; therefore, no research time is needed and can be provided at no charge (see attachments). The amount of research time needed for a Mobile Tech Specialist to compile the aggregate numbers for 2019 is approximately one half hour at the rate of $19.49 per hour = $9.75.

The estimated total to process your request is $20.88. We can begin to process your request once payment is received, and based on the present workload, it should be completed approximately within two weeks after payment is received. We accept cash, credit cards (in person only) and checks or money orders (payable to St. Louis County). It can be sent to the address below my signature. Please send it to my attention along with a copy of this email.

Please note this is an estimate. If the actual amount is more, you will be required to pay the difference prior to receiving the documents. If the actual amount is less, you will be refunded the difference. In addition, the response time is only an estimate given the existing work load, and is also subject to change. Additionally, the fee provided is based on the salary that results in the lowest amount of charges.
