Pursuant to the Missouri Sunshine Law and the Missouri Public Records Law, I hereby request the following records:
Documents concerning IMSI catchers or any of the following words: "Stingray", "cell site simulator", or "dirtbox". including:
-Contracts with the Harris Corporation regarding the acquisition of their Stingray or KingFish IMSI catchers
-Department policies and procedure regarding the use of IMSI catcher technology
-policies and procedures on the keeping of statistics about the Department's use and acquisition of IMSI catchers
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Per our Legal Division-
--Documents concerning IMSI catchers or any of the following words: "Stingray", "cell site simulator", or "dirtbox".
It is the position of the St. Louis Metropolitan Police Department (“SLMPD”) that records you are seeking are closed under Missouri law pursuant to Sections 610.021(14), (18) and (21) and 610.100.3, RSMo, as well as Federal law pursuant to 5 U.S.C. § 552(b)(4), b(6), b(7)(c)-(e), 6 U.S.C. § 482(e), 18 U.S.C. § 2512 and 22 C.F.R. §§ 120-130. Generally, it is the position of the SLMPD that the disclosure of how law enforcement uses cell site stimulator technology in criminal investigations could jeopardize the use of the technology in future investigations in that people engaged in criminal activity may alter their behavior and avoid detection based on the disclosure of how this technology works.
--Contracts with the Harris Corporation regarding the acquisition of their Stingray or KingFish IMSI catchers.
The SLMPD has no responsive records.
--Department policies and procedure regarding the use of IMSI catcher technology -policies and procedures on the keeping of statistics about the Department's use and acquisition of IMSI catchers.
Please find attached Section II of Special Order 8-02 titled “Searches With and Without Warrants” in response to this request. The SLMPD does not have any further responsive records to this request.
