I appeal the time estimate for searching for the document I FOIA'd for. There is no way the document would take 2 hours to search for. It is unreasonable. I am technically familiar with how your e-mail platforms work and know that there are advanced e-mail archiving and querying capabilities. I know the e-mail exists, I linked you to where the document can be found publicly. I told you the e-mail address, the date and time the e-mail was sent and even the subject line of the e-mail and attachment name. This e-mail should not take more than 10 minutes to find given those parameters and no more than 10 minutes of time to redact given that it is a single paged document. The $72 charge is exorbitant.

Ms. Parsons,
I am not aware of a provision in the Missouri Sunshine Law that provides a closed record become open upon the death of a subject. If you have a basis for this please advise.

It is a federal law- FOIA laws, including state level sunshine laws, rely on federal privacy provisions. Deceased individuals do not any longer have privacy rights under the federal privacy act.

e. Deceased Individuals: The Privacy Act does not protect records pertaining to deceased individuals. However, next-of-kin may have a “common law” privacy interest in not having information about the deceased released, e.g., if it could embarrass, endanger or cause emotional distress to them. See 7 FAM 200 Deaths and 7 FAM 1800 Consular Crisis Management.
