I would like access to all records pertaining to the St. Louis Metropolitan Taxi Commission's investigation into Harris Cab co Compliance with MTC Rules & Regulations

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Dear Mr. Domain,

I am in receipt of a open records request from you regarding Harris
Compliance with MTC rules and regulations.

This request is over broad and does not provide the Taxicab Commission with
sufficient information to honor your request.

If your request refers to an investigation involving your accident in 2013,
I can respond that Harris had a Valid Certificate or Convenience and
Necessity on file with the Taxicab Commission. A copy of that application
is available for your review. Harris also produced a declaration page
stating it had insurance at the time of your accident in the amount of
$200,000 which was the amount of insurance required by the Board of
Directors. That information is also available to you.

We were notified of the facts and circumstances of your case recently. I
have been in contact with your Lawyer. The Taxicab Commission has
undertaken an investigation. I cannot disclose any of the information
regarding that investigation at the present time. I will disclose such
information to your Attorney upon completion.

Please have your Attorney contact me if you have further requests. If you
desire copies of the above information please contact Robert Oldani at the

Mr. Oldani,

I am providing a formal response to your July 8, 2015 records request
pursuant to chapter 610 RSMo. You have requested all records regarding
Harris Cab and it's compliance with MTC rules and regulations. The staff
at the Taxicab Commission is happy to review your request, however, stated
the Commission cannot answer your request.

A proper records request is directed to a Governmental agency producing
records which it has it it's possession. Harris Cab company has a current
Certificate of Convenience and Necessity as required by the Taxicab
Commission Vehicle for Hire Code. If you would like a copy of that CCN,
please advise. The issuance of a valid CCN is the culmination of
compliance with all requirements as imposed by the Taxicab Commission.

If you have any questions or would care to revise your request, we will be
happy to review. I cannot talk with you directed as you are represented by
Counsel. If you would like, please have your Attorney contact me regarding
your request.
