I am a member of the news media and request classification as such. I have previously written about the government and its activities, with some reaching over 100,000 readers in outlets such as Gizmodo, MuckRock, Motherboard, Property of the People, Unicorn Riot, and The Outline, among others. As such, as I have a reasonable expectation of publication and my editorial and writing skills are well established. In addition, I discuss and comment on the files online and make them available through non-profits such as the library Internet Archive and the journalist non-profit MuckRock, disseminating them to a large audience. While my research is not limited to this, a great deal of it, including this, focuses on the activities and attitudes of the government itself. As such, it is not necessary for me to demonstrate the relevance of this particular subject in advance.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

Specifically, you requested:

Our procedure is to locate records, review them for exemptions, and then prepare them for your inspection and/or copying.
We have gathered together the records which fall within the parameters of your request. These records total 26154 emails.

Pursuant to the provisions of RCW 42.56.120, a copy of our current fee schedule is attached.
Upon receipt of your deposit, we will begin our review of the records. Due to the volume of responsive records that are associated with this request, we anticipate processing this request in installments.
We reasonably anticipate requiring approximately 60 days from the date your deposit is received to provide a first installment of responsive records. We will follow up with you on or about that date regarding the status of your request. If public records become available in advance of this estimate, we will endeavor to produce them as they become available. Conversely, if staff encounters a need to extend our estimate, we will advise accordingly.
Because of the volume of records that you have requested, as well as the current volume of public records requests being processed by this office, we reasonably anticipate providing you an installment of 250 emails every 60 days, with the first installment being available 60 days from the date your deposit is received. At this rate of review, we anticipate it taking approximately 17 years to complete your request.
Upon the completion of each installment, you will be notified of the availability of the records and/or costs related with producing that installment.
